    Sadaqah

    Closed

    Pure charity, with no return expected in this world. Donations will be handled entirely by an established, registered humanitarian charity partner, announced before this rail opens.

    Capital you part with

    All of it, by intention. Giving is the point, so there is nothing to lose.

  2. قرض حسن

    Qard hasan

    Closed

    A benevolent loan at zero interest. You are owed back exactly what you put in, not a dirham more. While it is out working, repayments revolve into new loans, so one contribution can help fund several businesses over time.

    Capital at risk

    Repayment risk. Diligence and the revolving structure manage it. Neither removes it.

  3. مرابحة وإجارة

    Murabaha and ijara

    Closed

    Cost-plus trade finance and equipment leasing. Real goods and real machines, with cost and markup disclosed up front. Modest, asset-backed returns tied to actual trade, never to interest on money.

    Capital at risk

    Backed by an asset. The goods and equipment stand behind the exposure. Trade can still fail.

    Musharaka and mudaraba

    True partnership with a verified Syrian business. You share the profit and you share the risk, including the risk of loss.

§ 02 الطريقة

Verify. Deploy. Report.

Syrians rebuild Syria. The businesses, the skills, and the determination are already there. Our job is narrower: build capital rails worthy of them.

  1. Verify Syrian businesses

    Every SME passes a diligence framework we will publish in full: ownership and identity checks, sanctions and adverse-media screening, on-the-ground validation through local partners, and use-of-funds documentation. If we cannot verify a business, we do not fund it.

  2. Deploy through licensed rails

    Capital moves through licensed custody and regulated stablecoin settlement, chosen for one reason: it is the most practical and auditable way to move value while Syria's banking links to the world are rebuilt.

  3. Report transparently

    Business-by-business reporting on where capital went and what it did, published on a regular schedule. Build-in-public is not a slogan here; it is the operating model.

§ 03 الضمانات

Boring, audited, licensed. That is the point.

Anyone can post a fundraising link. We are doing the slow work instead, and publishing it as we go.

Shariah supervision

Each rail is structured under the supervision of qualified shariah scholars, using classical instruments. Fatwa documentation for every rail will be published before that rail opens.

Licensed custody

Funds, when the rails open, will be held with licensed custodians, never in personal or unregulated wallets. Custody arrangements will be disclosed publicly.

Published diligence framework

The framework that decides which Syrian businesses receive capital will be public in full, so anyone can hold us to it. Version one is being drafted in the open now.

Phased, permissioned rollout

No rail opens until the relevant regulatory approvals and partnerships are in place, jurisdiction by jurisdiction. The charity rail opens first through a registered charity partner. Until then, we solicit nothing and accept nothing.

Why now?

In December 2025, the Caesar Act was repealed. On 24 August 2026, the United States rescinded Syria's designation as a State Sponsor of Terrorism after roughly fifty years. Together, these changes mean private capital can legally participate in Syria's reconstruction for the first time in most people's living memory.

When can I contribute?

Not yet, and that is deliberate. Contribution rails open only once three things are true: the charity partnership is signed for the donation rail, the relevant licenses and approvals are in place for each finance rail in each jurisdiction, and the diligence framework is published with verified businesses in the pipeline. We announce every milestone publicly, and waitlist members hear first.

Is this compliant with sanctions and financial regulations?

Compliance is the reason nothing is open yet. Sanctions relief makes Syria investable in principle, but securities, charity, consumer protection, and money-service rules still apply in every jurisdiction we touch. We operate from a regulated Labuan entity and follow a licenses-first, money-second sequence. Nothing on this page solicits funds, and no rail opens without the approvals it needs.

Why are stablecoins involved? Is this a crypto project?

There is no token and nothing speculative. Syria's correspondent banking links were severed for decades and will take years to fully rebuild. Regulated stablecoins held with licensed custodians are currently the most practical, auditable way to move value. They are plumbing, not the product. If conventional banking becomes the better rail, we will use it.

Who verifies the Syrian businesses?

Every business must pass a published diligence framework covering ownership and identity verification, sanctions and adverse-media screening, on-the-ground validation through local partners, and use-of-funds documentation. Funded businesses report on outcomes. The framework is public precisely so that anyone can scrutinize it.

Is this genuinely shariah-compliant?

The instruments are the classical ones, structured under the supervision of qualified shariah scholars: qard hasan with zero increase, murabaha with disclosed cost and markup on real goods, ijara on real equipment, and musharaka and mudaraba with genuine profit and loss sharing. Fatwa documentation for each rail will be published before that rail opens, so you can review it rather than take our word for it.

Can I lose money?

On the charity rail, giving is the point. On qard hasan, you are owed your principal back, and like any loan there is repayment risk that diligence and the revolving fund structure manage but never eliminate. On the trade and partnership rails, yes, capital is genuinely at risk; that shared risk is what makes any return halal. Anyone promising reconstruction returns with no risk is not telling you the truth.

Who is behind this?

Amanah Syria is founded by Jake (يعقوب) Hall, a technologist and entrepreneur based in Malaysia, operating through a regulated Labuan corporation. The team is building in public: the diligence framework, compliance roadmap, and shariah documentation are all published as they are completed, so you can judge the work rather than the pitch. Syrian advisors and local partners lead the on-the-ground verification work.
